Pal-Tech, Inc., is the prime contractor for the Community-Based Abstinence Education Technical Assistance and Capacity Building Contract (CBAE TA/CB Contract), funded by the Abstinence Education Division, Family and Youth Services Bureau, Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS). The primary goal of this contract is to provide TA and capacity building services to currently funded CBAE grantees and state Title V abstinence education programs.
To help abstinence education grantees manage challenges as they implement these life-changing programs, we provide a diverse selection of services in the six subject areas mandated by the contract:
- Sound Business Practices
(Sustainability, Staffing, and Building Partnerships)
- Program Evaluation
- Medical and Scientific Accuracy
(including research that supports abstinence education)
- Congressional Compliance (specifically the A-H Criteria)
- Clear Communication with the Media and Constituent Groups
- Enhancing Program Content
We provide the following services to support abstinence education grantees:
- National Abstinence Education Grantees Conference – Organized annually in the Washington, D.C., area for approximately 450 participants.
- Regional Trainings – Three events take place each year with approximately 50-70 participants per event: one for ACF Regions 1-4 (East Coast), one for ACF Regions 5-7 (Midwest), and one for ACF Regions 8-10 (West Coast and Southwest).
- TA Modules / TA Pieces – Each year, we provide at least two in-depth TA modules and at least one TA piece for each of the mandated subject areas. We develop additional TA materials on a variety of topics within the six subject areas. We distribute them to grantees electronically and make them available on the website: http://abstinence.pal-tech.com/resources/.
- TA Conference Calls – We coordinate a minimum of six conference calls per year on different aspects of the six subject areas.
- TA Web Casts – We present a minimum of six web casts per year on different aspects of the six subject areas.
- Onsite Communications Training – Rosenberg Communications, our subcontractor, visits 12 grantees each year to assess and strengthen program communication strategies.
- Direct TA – Abstinence education content specialists at Pal-Tech and communications specialists at Rosenberg Communications are available by email or phone to provide individualized assistance to grantees.
- One-on-One Coaching – We are prepared to contact grantees who may be struggling, to discuss with them the challenges they are facing, and assist them.
